Background of the Study:
State policing is a concept where law enforcement powers are decentralized, often placing significant responsibility on state governments for maintaining law and order. In Nigeria, the role of state police has become a critical subject in discussions about human rights, particularly in regions affected by insurgencies and ethnic conflicts. Maiduguri, the capital of Borno State, is a city significantly impacted by the ongoing Boko Haram insurgency. This has necessitated increased policing in the region, yet there are concerns about the implications of state policing on citizens' rights. The study will focus on how the presence of state police in Maiduguri affects the human rights of citizens, particularly concerning issues like excessive use of force, unlawful detention, and accountability of law enforcement officers.
Given the security situation in Maiduguri, there are growing concerns about the potential abuse of power by the police and the erosion of citizens' fundamental human rights. Although state policing could help address local law enforcement needs, it is also crucial to ensure that this power does not result in human rights violations.
Statement of the Problem:
The introduction of state policing in Maiduguri, Borno State, has raised concerns about the impact of policing practices on citizens' human rights. There have been allegations of human rights abuses, including extrajudicial killings, illegal arrests, and torture, attributed to state security forces. This study seeks to investigate the effect of state policing on human rights protection in Maiduguri and evaluate whether the presence of state police contributes to or hinders the protection of citizens' rights.
